France has finished the éco-score reform it consulted on in September. Two arrêtés dated 22 October 2026 appeared in the Journal officiel of 23 October. The first changes how the environmental score is calculated and took effect on 24 October. The second replaces the list of electric car versions that reach the 60-point minimum, which is what makes a car eligible for the Coup de pouce CEE purchase bonus and for social leasing. The new list applies from 24 November.

Three categories, and the thresholds moved

The score rates the carbon footprint of building a car and shipping it to France. Cars are now sorted into three categories, each with its own carbon bounds:

Category Which cars Carbon bounds (kg CO₂-eq)
1 7 or more seats, or a boot of at least 700 litres, or a range of at least 380 km 21,000 / 12,000 (unchanged)
2 Other cars with at least 5 seats, a 200-litre boot and 250 km of range 19,300 / 10,300 (was 21,000 / 12,000)
3 All other versions Unchanged

The signed text differs from the draft we described in September. The draft opened the top category at 410 litres of boot or 550 km of range; the final version asks for 700 litres or 380 km. The tightening still lands on the middle category, where BFM names the Renault Mégane E-Tech, Peugeot e-308, Citroën ë-C4 and Volkswagen ID.3.

Where Tesla stands

Every Model Y clears the 380 km bar on range alone: even the Model Y Standard is rated at 534 km WLTP. The Model Y therefore keeps the most permissive carbon ceiling, the same 21,000 kg as before.

The new list names 16 Model Y versions by their TVV codes: seven labelled Long Range RWD, two labelled Standard Range RWD and seven labelled only as Model Y. No Model 3 version is listed; the Shanghai-built sedan still does not reach the minimum score. These arrêtés do not touch the bonus's other conditions, such as its price ceiling.

The 24 November deadline

Both texts include a transition. The old calculation still applies until 23 November where it is more favourable. For the list, a car ordered or leased before 24 November is judged on the old list if that suits the buyer better, provided it is invoiced, or the first rent is paid, by 6 February 2027. As Selectra points out, the last day to sign is therefore Monday 23 November.

The State has not published which versions left the list. Nicolas Moulin, who runs a CEE premium platform, told BFM that the Mazda MX-30 and the Hyundai Inster are gone; BFM adds that the Audi A2 e-tron and the Leapmotor B10 join. A version that is not on the list gets only the standard CEE premium of €370 to €600, against up to €7,700 when an eligible car and its battery are both made in the European Economic Area.

What to check before signing

Eligibility follows the TVV code, not the model name. Selectra counts 1,241 versions from 30 brands, and a model name on the list does not mean every version qualifies. A Model Y buyer in France should get the TVV in writing on the order form and check it against the new list. If a version is on the old list but not the new one, the only route to the bonus is an order signed by 23 November and invoiced by 6 February 2027.
