Tesla's Full Self-Driving (Supervised) software has reached European roads, with the company sharing footage of the system navigating Rome's streets in June 2025. The demonstration comes as Tesla intensifies its push for regulatory approval across the continent.
Testing in Rome
Tesla released images of FSD Supervised testing in Rome, Italy, tagged as "pending regulatory approval." The footage showed the system handling complex urban driving conditions including narrow streets, roundabouts, and heavy traffic — a significant test for software primarily developed on North American roads.
This follows an earlier two-minute demonstration video from April 2025 showing FSD Supervised operating in a European setting. Tesla's European division confirmed it has been working toward FSD deployment in Europe "for over 12 months" and has given demonstrations to regulators in nearly every EU country.
The Regulatory Path
Tesla's primary strategy centres on securing approval from the Dutch road authority (RDW), which could serve as a gateway to broader EU acceptance under Article 39 of EU regulations. This provision allows individual member states to grant exemptions for advanced driver-assistance systems.
The European Commission is developing a framework under DCAS Phase 3 regulations, which examines real-world data from autonomous systems already operating in the United States. However, approval committees in the UK and Spain have requested additional analysis time, and the process has moved slower than Tesla anticipated.
Timeline Expectations
Tesla initially targeted September 2025 for a European FSD launch but has revised expectations toward the end of 2025, contingent on regulatory progress. The company has requested early access programmes, pilot release programmes, or exemptions in multiple jurisdictions.
For European Tesla owners, the hardware for FSD is already present in their vehicles. The question remains purely regulatory — when, not if, the software will be enabled.
